Who can Lunne romance?

The official answer names Estelle. Other characters can become close friends. Friendship objectives alone do not establish a romance route.

When do you meet Estelle?

Estelle appears in Chapter 2. The FAQ describes romance as dependent on narrative choices. It does not publish a dialogue walkthrough.
